Atrio Consulting Group’s founder and president, Ryan Little, brings a wide range of political, policy, oversight, communications and federal agency expertise and experience from his time working on and around Capitol Hill. Little began his career in the U.S. House of Representatives in 2009 and held over half a dozen positions for two high-profile Republican committee chairs until he left government service and formed Atrio Consulting in 2017.
Since then, Little has successfully advised and represented his clients on a wide array of issues and initiatives before the House, Senate and executive branch. From homeland security, immigration, uncrewed aircraft systems and law enforcement to appropriations, health care and labor matters, he has built a reputation as a conscientious and resourceful utility player with the ability to tackle nearly any issue facing his clients. Little leverages his background in managing a diverse set of issues and responsibilities and combines that with his vast network of relationships on both sides of the aisle to further his clients’ interests.
During the course of his career as a congressional staffer, Little demonstrated his versatility by achieving successes in not only the policy and legislative arena, but also in prominent congressional oversight initiatives and investigations. His tenure in the House included holding multiple senior staff positions on the Republican majority staff for the Committee on Oversight and Government Reform. In these roles, Little was a senior liaison between the committee and its members, House leadership, House committees, rank and file House and Senate offices and private sector stakeholders regarding the committee’s investigations, oversight initiatives and legislative priorities. These priorities included key issues related to federal governmentwide efficiency, workforce, contracting and information technology matters, as well as postal reform. In addition, Little provided strategic advice and counsel related to the Oversight Committee’s overall political, procedural and communications strategies. As part of this work, he helped develop, drive and staff many high-profile investigations and oversight inquiries into numerous federal agencies, as well as committee activities examining the Flint, Michigan, water crisis and the rising prices of prescription drugs.
Prior to joining the Committee staff in 2015, Little worked as a senior aide developing and managing oversight and policy matters related to the Oversight Committee, including for the Subcommittee on National Security. The subcommittee’s jurisdiction and activities spanned issues pertaining to homeland security, immigration, law enforcement, defense and foreign operations. Additionally, Little was responsible for legislation and oversight pertaining specifically to the U.S. Department of Homeland Security and issues before the House Committee on Homeland Security.
Little’s work in the House and on behalf of his clients has included drafting, negotiating and advancing numerous bipartisan, bicameral bills and resulted in the enactment of multiple laws, including the Border Patrol Enhancement Act (Public Law 118-31), Postal Service Reform Act (Public Law 117-108), Federal Assets Sale and Transfer Act (Public Law 114-287), Federal Property Management Reform Act (Public Law 114-318) and Border Patrol Agent Pay Reform Act (Public Law 113-277).
A native of Southern California and a graduate of Virginia Polytechnic Institute and State University (Virginia Tech), Little is a proud husband and father.
