Joseph A. DeLuca is the Chief Compliance Officer of Secure Worker Access Consortium (SWAC). He was also appointed as a voting member for the Surface Transportation Security Advisory Committee (STSAC) in April of 2019. Mr. DeLuca is recognized as a leading expert at developing risk mitigation strategies for integrity monitoring and regulatory compliance within New York City. As principal on a variety of high-profile projects; including the cleanup of Ground Zero, the 9/11 memorial, the Calatrava Oculus Hub and the Hurricane Sandy cleanup and resiliency program, his experience is unmatched in balancing the needs of public/private partnerships and government agencies’ need to conduct background checks, surveillance, and continuous compliance monitoring while protecting individual privacy rights, safeguarding documents and classified information.
