Vice President, Logistics Program Management, Transportation and Border Security Solutions
Richard (R.T.) Carter, PMP, is a Leidos vice president and program director supporting aviation security, transportation infrastructure and the U.S. Department of Homeland Security (DHS) for over 18 years. As a thought leader and key contributor to Leidos’ border security campaigns and its operations and logistics technical core competency area, Carter has broad expertise across the security domain. His experience includes 18 years of logistics management, over 8 years of Transportation Security Administration program management and DHS components’ support and 25 years of broad-based IT experience. Carter’s expertise includes management of security logistics and support services including supply chain, IT, cybersecurity, data analytics and maintenance services in a performance-based environment with a focus on process-oriented, repeatable solutions.
The Biden administration has outlined its plan to shift DHS border security priorities from physical barriers to cohesively integrating security technologies across land ports of entry to enhance situational awareness. For “smart border” and “port of the future” initiatives to become a reality, cargo screening technologies and biometrics will play an instrumental part in facilitating inbound and outbound cargo and individual travelers at land ports.
