Extending Perimeters to the Sky: Counter-UAS Strategies for Mitigating Drone Incursions at Sensitive Sites

Government security professionals recognize the threat drones pose. Given the evolving threat, we must prioritize preparedness and threat management solutions that enhance safety and security and reduce operational disruption. This session will provide data, practical examples and actionable insights for addressing the problems associated with drone incursions and real-world stories of drone incidents domestically and abroad, backed by analyses of their impact.

Experts will discuss recommendations for a layered approach to drone detection that incorporates advanced technologies and actionable tactics. We will also explore advanced counter-uncrewed aircraft systems (counter-UAS) technologies that neutralize drone threats with precision while ensuring operational continuity. Traditional countermeasures, like jamming can disrupt operations, while kinetic responses risk collateral damage. These limitations underscore the need for innovative non-disruptive approaches essential in complex and sensitive public-sector environments.

    Kevin Jinks (“kj”) is a senior-evel counsel in the U.S. Department of Justice (DOJ) Office of Legal Policy. He advises “down and in” on DOJ internal policy development for use of technology and engages “up and out” to inform DOJ leadership, executive branch and legislative branch decision making.

    Jinks commissioned infantry in the U.S. Army in 1999. As a platoon leader, he spent the night of Sept. 11, 2001, at the Pentagon attack site and then led his platoon there over the next three weeks conducting body recovery, debris removal and security. As a JAG, Jinks was a special assistant U.S. attorney in the Eastern District of Virginia and in Washington, D.C., deployed seven times, and advised at the tactical, operational and strategic levels.

    Jinks graduated from the University of Notre Dame, the University of Florida Law School (cum laude) and Georgetown Law School (LL.M. in national security, with distinction).
